Senator Flynn Announces Over $403K in Funding for Scranton Through Governor Shapiro’s Main Street Matters Initiative

Scranton, PAApril 11, 2025 – This week, State Senator Marty Flynn (D-Lackawanna/Luzerne) announced that Scranton has been awarded $403,806 in state funding through Governor Josh Shapiro’s Main Street Matters initiative, which aims to revitalize downtowns and strengthen local economies across Pennsylvania.   

This significant investment will support the reimagination and redevelopment of Clover Field Park, enhancing recreational spaces and community well-being for families throughout Lackawanna County.

“Investments like these directly benefit our neighborhoods, helping to transform public spaces into vibrant community assets,” said Senator Flynn. “I’m proud to support Governor Shapiro’s commitment to revitalizing our main streets and parks. As someone who grew up playing football at Clover Field with the West Side Jets in junior high, this project is especially meaningful to me. Clover Field Park holds great potential for our residents, and I look forward to seeing this project come to life.”

Main Street Matters is a $20 million program launched by the Shapiro Administration and administered by the Department of Community and Economic Development (DCED). It builds on the successful Keystone Communities Program and supports infrastructure upgrades, building improvements, affordable housing, and small business growth. The program funded 81 projects statewide, chosen from over 200 applications.

“This is about setting a standard for how we invest in our communities,” Flynn added. “We’re not just upgrading a park; we’re making long-term investments in Scranton’s future. Clover Field Park has the potential to become a place where families gather, children play, and neighbors connect. That’s the kind of progress our community deserves.”

Over the past year, Senator Flynn has collaborated with local officials, business owners, and constituents to advocate for targeted funding that meets the real needs of Lackawanna County. This award reflects that shared effort and vision.

This funding aligns with Governor Shapiro’s 10-Year Economic Development Strategy, which focuses on long-term investments that grow jobs, increase affordability, and foster inclusive economic growth.

SCRANTON, PA February 24, 2025 − Today, Senator Marty Flynn, in conjunction with the State Representatives, announces $2,905,297 in Multimodal Transportation Fund Grant money benefiting the 22nd senatorial district.

Per the Department of Community and Economic Development, “The Multimodal Transportation Fund provides grants to encourage economic development and ensure that a safe and reliable system of transportation is available to the residents of the commonwealth. Funds may be used for the development, rehabilitation and enhancement of transportation assets to existing communities, streetscape, lighting, sidewalk enhancement, pedestrian safety, connectivity of transportation assets and transit-oriented development.”

“Investing in our communities through CFA grants means safer streets, stronger bridges, and improved roadways for everyone,” said Senator Flynn. “These critical upgrades enhance pedestrian safety and help ensure our community members reach their destinations safely.”

The awards are as followed:

  • Avoca Borough was awarded $405,136 from the Multimodal Transportation Funds to make pedestrian safety upgrades to sections of McAlpine Street located in Avoca Borough, Luzerne County.
  • City of Scranton was awarded $350,000 from the Multimodal Transportation Fund for the replacement of the South Webster Avenue Bridge located in Scranton City, Lackawanna County.
  • City of Wilkes-Barre was awarded $200,000 from the Multimodal Transportation Fund for streetscape improvements along North Main Street located in Wilkes-Barre City, Luzerne County.
  • Clarks Green Borough was awarded $350,000 from the Multimodal Transportation Fund for roadway improvements along seven roadways in Clarks Green Borough, Lackawanna County.
  • Dickson City Borough was awarded $350,000 from the Multimodal Transportation Fund on behalf of Lackawanna Executive Park Dickson, LLC for roadway safety improvements to the Main Street and Viewmont Drive intersection in Dickson City Borough, Lackawanna County.
  • Dickson City Borough was awarded $400,000 from the Multimodal Transportation Fund for Phase V of the streetscape Boulevard Avenue and crosswalk installation project in Dickson City Borough, Lackawanna.
  • Dunmore Borough was awarded $184,589 from the Multimodal Transportation Fund to install sidewalks along one block of Drinker Street located in Dunmore Borough, Lackawanna County.
  • Jenkins Township was awarded $265,572 from the Multimodal Transportation Fund for roadway repairs to Chestnut and Walnut Streets in Jenkins Township, Luzerne County.
  • Pittston Township was awarded $400,000 from the Multimodal Transportation Fund to make pavement improvements to multiple roadways located in Pittston Township, Luzerne County.

Scranton, PA − October 22, 2024 – Senator Marty Flynn, alongside State Representatives Bridget Kosierowski, Kyle Mullins, Jim Haddock, and Kyle Donahue, are excited to announce the approval of more than $3.99 million in Public School Facility Improvement Grant (PSFIG) funding to support critical upgrades in school facilities across Lackawanna and Luzerne Counties. These grants will fund projects addressing energy efficiency, safety improvements, and infrastructure upgrades, ensuring a healthier and safer environment for students and staff.

“This funding is a big win for our local schools, and it’s going to make a huge difference in the day-to-day learning environment for our kids,” said Senator Flynn. “From improving air quality and energy efficiency to addressing safety concerns, these upgrades will ensure our students and educators have the best possible facilities.     • Grant Award: $775,000

    • Project: Modernization of the HVAC system, plumbing, and lighting at South Abington Elementary School to improve energy efficiency and create a healthier learning environment.
  2. Lakeland School District – Ceiling and Lighting Improvements
    • Grant Award: $450,000

    • Project: Health and safety improvements at Mayfield Elementary and Lakeland Elementary-Scott Campus, including new ceilings and energy-efficient LED lighting to improve air quality and reduce asbestos risks.
  3. Mid Valley School District – Sanitary Sewer Improvements at Mid Valley High School
    • Grant Award: $300,000
    • State Representative: Kyle Mullins (H112)
    • Project: Replacement of aging cast iron sanitary piping and the installation of a new gravity sewer system to address frequent system failures at Mid Valley High School.
  4. Riverside School District – HVAC Replacement at Riverside Elementary West
    • Grant Award: $496,250

    • Project: Complete replacement of the HVAC system at Riverside Elementary West, upgrading 22 unit ventilators, mini split units, ductwork, and refrigerant to improve energy efficiency and reduce maintenance costs.
  5. Scranton School District – Safety Upgrades at West Scranton High School and South Scranton Intermediate School
    • Grant Award: $1,000,000
    • State Representative: Kyle Donahue (H113)
    • Project: Replacement of fire alarm systems at both West Scranton High School and South Scranton Intermediate School, including the installation of smoke, heat, and carbon monoxide detectors, emergency lighting, and centralized reporting systems.

  1. Pittston Area School District – Safety Upgrades at Matteii Complex
    • Grant Award: $969,875
    • State Representative: Jim Haddock (H118)
    • Project: Replacement of 25-year-old carpeting at the Intermediate Center and Middle School at the Matteii Complex. The new materials will improve fire resistance, air quality, and reduce trip hazards, creating a safer environment for students and staff.

HARRISBURG – April 18, 2024 – The Pennsylvania Broadband Development Authority (PBDA) announced today that northeastern Pennsylvania is being awarded more than $23 million to increase access to reliable, high-speed internet, according to Sens. Lisa Baker (R-20), Rosemary Brown (R-40) and Marty Flynn (D-22).

“Money for expanded and enhanced internet access is a key component of every economic development strategy, benefiting all communities. It is especially crucial in helping rural areas remain competitive for jobs. This helps businesses, institutions, educators, workers and at-home entrepreneurs. Wherever I go across the region, this funding has been a prominent request from officials and residents,” Baker said. “Even this down payment on meeting a range of needs will have a tangible impact. We are relying on the companies to utilize the funding in ways that will provide the greatest benefit for the entire customer base.”

The approved grants include separate projects being performed by Adams Cable TV, Comcast Cable and Verizon:

  • $9,059,471 to Comcast Cable for a project totaling $22,029,647 in Lackawanna County.
  • $3,811,319 to Verizon for a project totaling $9,295,901 in Lackawanna County.
  • $4,348,419 to Comcast Cable for a project totaling $9,976,419 in Luzerne County.
  • $2,988,566 to Verizon Cable for a project totaling $5,953,318 in Monroe, Pike and Wayne counties.
  • $387,969 to Adams Cable TV for a project totaling $517,292 in Wayne County.
  • $2,790,914 to Comcast Cable for a project totaling $4,018,651 in Wyoming County.

Made possible through the federally funded Broadband Infrastructure Program, $200 million in competitive grants have been allocated for projects across the state aimed at areas without access to 25/3 Mbps internet service.

“High-speed internet isn’t a luxury – it’s a necessity for residents, especially in regions like northeastern Pennsylvania. It’s the key to unlocking economic opportunity, educational advancement and community connectivity. Without it, we risk leaving entire communities behind in the digital age,” Brown said. “I commend the PBDA for their proactive approach in ensuring the success of this initiative. Together, we will propel northeastern Pennsylvania into a future where reliable internet access is a reality for all.”

To ensure transparency and efficiency, the PBDA mandates quarterly and annual progress reports from grantees, accompanied by comprehensive guidance on state and federal requirements and technical support. All funds must be utilized by Dec. 31, 2026. Grantees will be held accountable for the prudent expenditure of awarded funds. The PBDA can claw back any unused or misused funds.

“This investment is a critical step toward bridging the digital divide,” Flynn said. “Access to high-speed internet is essential for education, healthcare, business and everyday life. These funds will empower our constituents and strengthen our local economy.”

This inaugural round of grants represents a significant milestone in the PBDA’s broader initiative to close the digital divide since the General Assembly established the PBDA in 2021.
